'quit test' works properly while shutting down

Apparently some people were confused because 'quit test' wasn't changed when we changed the code to allow you to quit anywhere when we were in a shutdown.  I've added a nice reassuring message to 'quit test' that affirms that you can indeed quit anywhere, anytime while we're shutting down.
