Staff with PCs

I was wondering if someone in the upper echelons of the staff could post the rules and guidelines that you all must follow when playing your own PCs, up to and including access to karma classes and races.  I imagine this stuff is probably somewhere else, but I don't recall it ever being discussed in a focused manner.
