idea: penned gladiator starter shops

If we could add some automation to the penned gladiator process, we might see more apps.  what if you could app a penned gladiator through the normal application process, and just 'point arena' once your PC enters the game.  populate a few npc vendors with appropriate penned gear, and they're set.  this would also ease the burden on staff having to personally set up each penned.

I've always thought penned should be mundane guilds rather than the specially created gladiator guild.  I also don't think penned should have the same amazing armor as reigning.
