Magicker Manifestation Question

If a Magicker has not manifested, is it still technically possible for them to be discovered, or can they deny it with a reasonable belief they are not one, and just like claim that a Mage is trying to set them up or just maybe saw something wrong? This is specifically for those who are playing non-manifested Mages and don't want to be forced into the role as one until they're ready, or who want the Touched aspects for simple RP reasons like they seem mainly geared towards.

Your PC is free to respond to whatever allegations in a way that makes sense to them. Their own discovery is out of their hands - whatever mechanisms may exist to out their nature will work whether or not your PC believes they are a magicker or not.

If someone were to accuse an unmanifested magicker of being a mage, I think claiming they're being set up or their accuser is wrong is entirely valid. It's down to RP whether people believe your PC or not.
