Sleight of Hand Delay

The 'delay' on sleight of hand actions currently prevents it from being used while following or shadowing individuals because you 'lose your concentration' as people move into the next room. This makes sense for actions you would take against another PC(unlatching someone elses pack, steal, backstab, sap, etc) but I'm struggling to understand why I should be prevented from palming, latching or unlatching an item on my self while I'm either walking or skulking behind someone.

is there a way the delay could be appended to this skill only when it targets another player? Or simply removed entirely as it was when it was initially created as a skill?
