I am not a new player but a returning player. Can't find where the guide to make a new kind of mage is?

I'm not sure which guide you're referencing, but there was a recent update to the elementalist guilds in that they are now sub guilds. The changes were posted here: http://gdb.armageddon.org/index.php/topic,50864.0.html
