Arm 2.0 Catholic style.  The bureaucracy to maintain at least three orders of templars (Clerics), different cities etc would rival the Sancta Sedes.

He/She would join the others that had already escaped the ignorance and lead the fight against the puppeteers that are the players. He/she will create havoc on the forums, dodging and combating the attempted locks by the Mr. Nyrs, and ultimately win freedom for characters who tire of their player's control.

Then a large portion of players would quit. Also Tuluk would be ICly (not just in terms of PCs) underpopulated. It would get to the point where they would have to develop a gem (or something like it) or be conquered by Allanak/rogue mages. There would also be extraordinarily strict laws about how magicks could be used. Also, everyone would employ magickers and doing so in a public fashion wouldn't be looked down upon. Also merchants would be worshiped as near-gods for their scarcity (in an IC sense not a PC sense, assuming that vNPC magickers could not make new items but only do subguild type things).

They'd be the only elementalist that was hard to skill-up, owing to the lack of metals, plastics and general technological know-how of the Known.

What if every character were given journey-man level or advanced-level skill caps in all the non-guild aligned skills, like Climb and Cook and the weapon handling skills (dual-wield, shield-use, etc)?

I wouldn't play. Besides that, characters would never age significantly at all, and they'd get emotionally old way too fast. Players would idle lots more as cooking a meal for their PC suddenly took at least 30 minutes of real time. Interest would decline over all, except for the mudsexers, who would be glad that they didn't have to stop to eat mid-session anymore.

What if all gems on gemmers could only be seen by templars/soldiers and were invisible to everyone else?

A lot of players would be upset they couldn't play magickers, but ultimately, magick would be that much more scary.

There'd be no more forest, or grasslands. Everything would be covered in ash and char. Tuluki would have lost it's entire trade basis; no more wood, no more animals for everyone to hunt, no more cotton picking. It would be a nightmare. Dasari would be completely ruined. The city would be in a state of chaos. There'd be starvation because all of the food and plants would just be gone, all burnt away. The rich culture would largely fall apart as people scrambled to survive. Refugees would pour into Luirs. Furthermore, the Known would have a huge die off in the population. Even if you assume the fire mountain didn't happen in Allanak, Red Storm East giants would have happened, starting a famine there. Kurac would close it's gates to keep out the refugees, and both city states, driven to desperation, would look for places to invade. They might try taking over Kurac, or the Mantis Valley. This would lead to disastrous results. Armageddon would be facing Armageddon.

Then the demand curve for chalton boots would shoot up to astronomical. Anyone who could tribute their precious chalton boots would be granted 'protection' by the templars they gave to. Infighting in the southern nobility would increase, but the lines between races would be shattered forever. With the glass ceiling broken, we would see half-giant templars, breed templars, maybe a few angry war beetle templars, and a silt horror or two.
