Were Lord Templar Sulach and his soldiers PCs, though?  I know some of the other characters were.

No, most of them are fictional.

This is about the time Allanak was building/reforming the forts, I think it was around 2004-2005.  During that time there were a lot of plots evolved around campaigns in the tablelands, and many more political plots.  I shamelessly took the liberty of using some of the names involved in the plots, but they are only names. Because I did not get to know the PCs well enough to take their personality.
