Title: Foreign relations

I noticed there are two noble houses that deal with foreign relations both virtual and npc type not open to players. House Rennik to the south and house kassigarah in the north. What does foreign relations entail. My idea is communication between cities almost but yet i don't see that. What does this foreign relation stuff mean arm wise actually? Is it just working with merchant houses and villages outside the cities? Foreign relations seem to be broaded more of a worldwide scope to me.

I'd assume it would mean dealing with outsiders. Duh, Carnage, but what does that mean? Well, you could say that dealing with Salarr is foreign relations in a sense because they might import or export goods to craft and the house works as bargaining. Or they could be in charge of keeping track of troublesome non-citizens. Or it's interaction with some of the other places, such as Ten'Sarak, Red Storm, and so forth. Those're my best suggestions.
