Title: Do sip/taste even get you any thirst/hunger back?

I've noticed cases where I can't drink down all of my left-over waterskin, because my stomach can't take anymore, but I can still manage to sip through it fine.

Similar observations with tasting meat. This made me wonder if I'm getting any benefit from sipping and tasting at all (despite the help file indicating it can do exactly that).

Or is it that tasting and sipping confers benefits, but can still be done beyond your max thirst and hunger capacity (so people can eat for flavor text even when they're codedly full).

It's the latter. Sipping/tasting will consume a smaller portion of the food, and restore a smaller portion of thirst/hunger than doing their larger counterparts. You can, however, still taste and sip when you're completely sated for flavor reasons. (Both the food flavor, and RP.)
