They're on the main website under 'cities' in the 'cities' helpfile, but they don't actually have help files.
Did someone goof and post some new stuff early, or are these leftovers?
Leftovers. Ptarken was a halfling village, and Freil's Rest was a village that existed prior to new Tuluk, and was incorporated into part of new Tuluk when it was created.
Freils Rest was what eventually became the main market area in Tuluk, north of the Sanctuary. Kadius founded it (which is why there are so many Kadian shops there) after the Fall of Tuluk, and it was eventually absorbed into Tuluk culture and governance. As of the last time I played in Tuluk, it was still referred to by many as "Freil's."
